I faced these twice, once on a new Windows 10 machine and another occasion on a fresh re-installation on a Windows 8.1 Pro machine.
A simple google search reveals nothing useful, for example, running the offline installer.
But then the no-brainer solution works flawlessly, i.e. do a Windows update.
